Lebanon Transit Request Proposals for General Engineering Services

Lebanon Transit is seeking competitive proposals for general engineering services.


 General Engineering Services 

The County of Lebanon Transit Authority (Lebanon Transit) is soliciting Proposals from qualified firms to provide General Engineering Services on a “task order” basis for a period of two (2) years, February 24, 2021- February 24, 2023 with the option of three one (1) year successive renewal upon approval by the Lebanon Transit Board of Directors.  The firm selected will support the Authority in conducting numerous small to medium design and construction projects during the Contract/Agreement period.

One (1) unbound original and two (2) copies of the Proposal are due at the Lebanon Transit Office no later than 3:00 P.M, (EST) Prevailing Time, on Wednesday, February 10, 2021.

Proposals will be evaluated, and an Agreement/Contract awarded, based on the following criteria listed in their order of importance: (1) Consultant Qualifications in areas relevant to the Authority; (2) Personnel Assigned to the Project; (3) Corporate Philosophy/Technique/Approach to Projects.

Lebanon Transit hereby notifies all Proposers regarding to any Contract/Agreement entered into pursuant to this RFP advertisement, Disadvantaged Business Enterprises (DBE’s) will be afforded full opportunity to submit Proposals and will not be subject to discrimination on the basis of race, color, sex or national origin in consideration for an award. The Authority reserves the right to postpone, accept or reject any and all Proposals and to waive any informalities in the RFP process as the Authority deems in its own best interest. No late proposals will be accepted or considered. Lebanon Transit will not be responsible for late postal delivery service nor will postmark dates be considered in honoring Proposals.  Late Proposals will be returned unopened and unread. Misdirected submittals will not be accepted.

All Contract/Agreements are subject to a Financial Assistance Agreement between Lebanon Transit, Pennsylvania Department of Transportation and the Federal Transit Administration.

All firms submitting Proposals will be required to comply with all applicable Non-Discrimination and Non-Collusion Laws and Regulations and certify they are not on the Comptroller General’s List of Ineligible Contractors (
