JOB FUNCTION

Ensuring Lebanon Transit operations and facilities meet the highest standards of safety.

Responsible for the establishment of training programs and materials for initial, periodic and remedial instruction.

Investigate and recommend mitigation for all safety occurrences, including safety issues system wide.

Ensuring all staff members are committed to the principles of Lebanon Transit and skills needed for maintaining a safety sensitive work environment.

Ensure compliance with all Federal, State and local laws/ regulations.

Training as directed by the Executive Director and works according to Lebanon Transit standards.

Lebanon Transit Operators and Maintenance Department staff participate in a Collective Bargaining Agreement with Teamsters Local Union 429.

Responsible for meeting all attendance requirements.

Conduct Lebanon Transit business in a positive manner.

Ensure confidentiality and expeditious resolution of all duties.

This is a Safety-Sensitive Position requiring Department of Transportation (DOT) Drug and Alcohol testing.

Position is responsible to the Executive Director.

ESSENTIAL FUNCTIONS
• Manage and develop staff training programs;
• Prepare reports to the Executive Director related to training programs, safety occurrences, operator evaluations and modifications to safety regulations;
• Effective participation in management staff meetings, as directed by Executive Director;
• Prepare monthly Lebanon Transit Board Report;
• Maintain detailed training records;
• Develop criteria in conducting operator evaluations;
• Maintain retraining documents;
• Evaluate operator employment applications from a safety and training perspective;
• Track driver’s license expiration dates and physical examination to ensure validity and compliance;
• Prepare for annual State Association for Transportation Insurance (SAFTI) Safety Review;
• Sustain a continued understanding of all Federal, State and local safety regulations, along with all policies to ensure compliance by Lebanon Transit staff;
• Apply the terms of the Collective Bargaining Agreement within areas of responsibility;
• Examine and evaluate the validity of vehicle camera videos;
• Respond and manage accident investigation and response, including Post-Accident Drug and Alcohol testing. Manage and prepare accident investigation reports and recommend resulting course of action;
• Manage all vehicle, property and liability issues/claims concerning Lebanon Transit;
• Act as Chair of the Safety Committee and schedule quarterly committee meetings to evaluate accidents and course of action;
• Supervise Safety Incentive Program;
• Participate in planning, implementation and monitoring of transit services provided by Lebanon Transit;
• Manage and assist Shared Ride and Fixed Route supervisors in communicating concerns with property owners and/or municipal authorities concerning bus stop locations, bus stop signs/shelters installation, traffic flow and/or other safety related issues;
• Complete National Transit Database (NTD) Monthly/Yearly Reporting; and
• Review and update annually the Lebanon Transit Agency Safety Plan.

PHYSICAL DEMANDS

The Physical Demands described here are representative of those that must be met by staff member to successfully perform the functions of this job:

• He/she may need to sit or stand as needed and may be required to walk, periodically. Reaching above shoulder heights or below the waist; climb stairs; balance; stoop, kneel, crouch and/or crawl; talk and hear. He/she must occasionally lift and/or move up to 25 pounds – proper lifting techniques required. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus; and
• For the most part ambient room temperatures, lighting and traditional office equipment as found in a typical office environment.

QUALIFICATIONS & SKILLS:

• High School/College Education (technical or trade school preferred);
• Valid Pennsylvania Class B Commercial Driver’s License with “P” Endorsement and Air Brake Restriction Lifted;
• Attain the Pennsylvania Public Transportation Association (PPTA) Master Trainer Certification within twelve (12) months of hire;
• Attain Transportation Supervisor Certificate- Community Transportation Association of America (CCTA) within twelve (12) months of hire;
• Attain Safety and Security Officer Certificate- Community Transportation Association of America (CCTA) within twelve (12) months of hire;
• Minimum of three (3) years management experience or equivalent in training and safety field, including the development of staff training programs;
• Minimum of three years (3) management experience or equivalent related to accident investigation and evaluation;
• Knowledge and application of Federal, State and local safety regulations and policies;
• Computer skills, including knowledge of Microsoft Word, Excel and PowerPoint;
• Ability to operate office equipment, such as copiers and fax machine;
• Excellent organizational and record keeping skills;
• Ability to work evenings and weekends when necessary; and
• Drive for Fixed Route or Shared Ride service when necessary.

SIGN OFF

Requires frequent use of a computer terminal, review of documents, reports and operation of Lebanon Transit vehicles. Also requires trips to other locations and some travel which may require overnight stays.

Typical office conditions, except when performing Fixed Route and Shared Ride operator duties. However, he/she is required to move about the entire Lebanon Transit area to evaluate possible safety hazards in all types of road and weather conditions.

All exempt staff members must carry their cell phone at all times as a condition of employment. If the staff member will be in a location without cell service, he/she should notify the Executive Director.

JOB FUNCTION:

Responsible to the Executive Director.

Responsible for Recruiting, Record Maintenance, Payroll, Benefits and policies.

Responsible for the administration of staff member relations, compliance, clerical, and communication. Lebanon Transit operators and Maintenance Department staff participate in a Collective Bargaining Agreement (CBA) with Teamsters Local Union 429.

Responsible for the administrative procurement process. Represents Lebanon Transit interests with vendors, such as janitorial services and landscaping, etc. Maintain records as assigned by the Executive Director.

Responsible for Lebanon Transit staff members travel and training arrangements.

Responsible for smooth operation of the administrative area, including but not limited to; ordering supplies, etc.

Provide statistics as needed for use in completing grants and other reports.

Responsible for meeting all attendance requirements.

This position requires training and works according to Lebanon Transit standards.

This is a Safety-Sensitive Position requiring Department of Transportation (DOT), Federal Transit Administration (FTA) Drug and Alcohol Testing.

Conduct the business of Lebanon Transit in a positive manner and demonstrate excellent customer service skills.

Additional as needed: answer phones, assist with schedule information, register customers, various typing and filing duties.

All managers are accountable for maintaining a safe working environment in their department, in addition, supervisory personnel are expected to identify and respond to safety issues system wide.

ESSENTIAL FUNCTIONS:

Directly supervises Receptionist, Transfer Station Attendant and Marketing and Outreach Coordinator.

Responsible for mail distribution, record checks and reviews with Administrative Assistant.

Participate in management staff meetings as well as recording and transcribing minutes.

Plans, coordinates and make preparations for monthly Lebanon Transit Board of Directors meeting. Compiles and distributes Board Meeting packets. Responsible for recording and transcribing Board meeting minutes.

Participate in the planning and implementation of transit services provided by Lebanon Transit.

Assist Executive Director with review and update of Equal Employment Opportunity Employer (EEOE), Title VI and Disadvantaged Business Enterprise (DBE) Programs to assure compliance with Federal, State and local civil rights perceptions, policies, rules, regulations and guidelines.

Recruiting

  • Reviewing resumes;
  • Conducting and scheduling interviews; and
  • Hiring new staff.

Payroll

  • Process payroll:
  • Advise payroll company concerning pay and benefit particulars for both exempt and non-exempt staff members;
  • Tracks administrative time off requests to prevent manning shortages; and
  • Benefits administration.

Policy Creation

  • Developing policies, procedures and changes;
  • Communicating updates to staff members; and
  • Follows all Federal, State and local policies, rules, regulations and guidelines.

Staff Member Relations

  • Serve as liaison between staff members and Human Resource Department as well as provide support and advice to front line supervisors concerning personnel issues;
  • Providing smooth communication with staff members;
  • Providing timely resolution to their inquiries;
  • Coordinating orientation, training sessions for new staff members;
  • Coordinating schedules;
  • Plans, coordinates and follows through with all Lebanon Transit functions, including meetings and events; and
  • Communicate effectively.

Teamsters Local 429

  • Ensure union-management harmonious working environment through in-depth knowledge and understanding of Collective Bargaining Agreement (CBA) particulars;
  • Will perform a central role in union negotiations; and
  • Will be the focal point for all personnel actions, union and/or non-union and advise the Executive Director of possible course of action consistent with the CBA, Labor Law or past practice.

Compliance

  • Work with staff members and managers to ensure compliance;
  • Maintain compliance with Federal, State, and local regulations;
  • Maintain record keeping; and
  • Responsible for Lebanon Transit’s compliance with Pennsylvania Right to Know Law, shall serve as Lebanon Transit’s Right to Know Officer.

Administrative Procurement Process

  • Maintains the functionality of all office systems and equipment by ordering supplies when needed and scheduling repairs and/or maintenance when necessary;
  • Follow Federal, State and local rules and regulations;
  • Order supplies and maintain records of office equipment inventory; and
  • Contracts/Agreement for uniforms, janitorial services, ITS, etc.

REPORTS TO: Supervisor of Maintenance and Procurement


Pay rate:
$23 – $27/hour


JOB SUMMARY:

  • Position requires diagnosing, repairing and maintenance of Lebanon Transit (LT) revenue, non-revenue vehicles and related equipment with particular attention to Shared Ride vehicles.
  • Must possess Class 1 Pennsylvania State Inspection License.
  • The position receives training and works according to LT standards.
  • Accountable for maintaining a safe working environment.
  • This position is responsible for meeting all attendance requirements.


REPORTING RELATIONSHIP:

  • Employee will perform his/her duties with little or no supervision.
  • This position reports to the Supervisor of Maintenance and Procurement or Senior Mechanic in the absence of the Supervisor of Maintenance and Procurement.


ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

• Maintain and repair buses, vans, non-revenue and related equipment;
• Perform adjustments and tune ups;
• Perform Preventative Maintenance services on LT vehicles;
• Keep equipment and vehicles in good operating condition;
• Tire rotations/changes;
• Perform services including grease and lubricants;
• Perform Pennsylvania State Inspections within six (6) months;
• Perform road tests and road calls including assisting with LT’s emergency duties;
• Perform service checks and complete required paperwork;
• When not performing vehicle maintenance he/she will help keep garage area, equipment and vehicles clean to include but not limited to washing outside and sweeping inside of buses and vans;
• Assist in maintaining records and completing work orders;
• Be available to drive vehicles in revenue service when required.


JOB REQUIREMENTS:

ESSENTIAL QUALIFICATIONS:

• Knowledge and experience in vehicle repair and maintenance;
• Ability to complete reports/work orders using computer;
• Must have knowledge if computer driven automotive diagnostic software:
• Must be able to read and understand technical guidance concerning vehicle and equipment repair;
• Must be able to effectively communicate and follow oral/written instructions that are provided in English;
• Must have own tools;
• Ability to use and care for LT tools and equipment;
• Ability to work with little or no supervision;
• High school education with vehicle maintenance background (technical or trade school preferred);
• Must be available to work overtime when requested by the Supervisor of Maintenance and Procurement;
• Work when requested by the Supervisor of Maintenance and Procurement or the Senior Mechanic in the absence of the Supervisor of Maintenance and Procurement;
• Employee should have the drive and desire to become a team player with the best interests of LT in mind;
• Fulfill any and all other duties as deemed necessary by the Supervisor of Maintenance and Procurement or the Senior Mechanic in the absence of the Supervisor of Maintenance and Procurement.


PHYSICALS, CERTIFICATES AND LICENSES REQUIRED:

• Must hold and maintain a Class “B” Commercial Driver’s License (CDL) with a Passenger Endorsement and Air Brake Restriction Lifted. (Or must obtain within one year) when age appropriate.
• Must hold and maintain a current United States Department of Transportation (DOT) Medical Certification or employment will be terminated.
• Possess Air Conditioning Certification License (or obtain as directed by Supervisor of Maintenance and Procurement)
• Pennsylvania State Inspection License Class 7 (or must be obtained as directed by the Supervisor of Maintenance and Procurement)
• This is a Safety Sensitive position subject to all DOT and Lebanon Transit Substance Abuse Policy requirements that include but are not limited to: Pre-Employment, Random, Post-Accident and Reasonable Suspicion Tests.


PHYSICAL/MENTAL DEMANDS AND WORK ENVIRONMENT:

The physical demands and work environment described below are representative (may not be all inclusive) of those functions to be met by employee to successfully perform his/her job duties:

• This is very heavy work requiring exertion in excess of 100 lbs. of force occasionally, in excess of 50 lbs. of force frequently, and excess of 20 lbs. of force constantly to use necessary tool and to move objects;
• This position requires the dexterity and mobility to enter and exit a number of different vehicle while maintaining three points of contact;
• Must be able to lift and carry objects safely, usually no more than 75 lbs. but occasionally with weights in excess of 100 lbs.;
• While performing the duties of this job, there is prolonged standing, with intermittent periods of sitting, short walking and various trunk positions have to be maintained for prolonged periods when repairing buses and vans;
• Must be able to climb or balance, stoop, kneel, crouch, crawl, push and pull as necessary to carryout job duties;
• Requires the ability to use hands to finger dexterously to operate tools or controls; and reach with hands and arms;
• This position also requires the employee to perform cleaning, janitorial, and building and property maintenance functions with appropriate dexterity;
• This position requires employee to work in various weather environments, summer, winter, spring and fall as well as inside and outside of garaged area.

JOB TITLE: Shared Ride Dispatcher/Scheduler

REPORTS TO: Shared Ride Program Supervisor

PAY RATE: $18.25/hour

FLSA: Non-Exempt

All staff members are responsible for maintaining a safe working environment in their department.

Position is responsible to the Shared Ride Program Supervisor.

Position is responsible for meeting all attendance requirements.

Position requires training and works according to Lebanon Transit standards.

JOB FUNCTIONS:

Dispatcher:

  • Excellent verbal and written communication skills required in English; Spanish would be a bonus.
  • Must have excellent customer service skills.
  • Communicates with operators by messaging instructions using the Ecolane System and/or by radio.
  • Answer dispatch line for cancellations, customer information, etc.
  • Check all routes for efficiency and reallocate trips from overloaded routes.
  • Communicate with Eldercare, Quest, and other clinics/customers to inform them of the status of van arrivals/departures.
  • Check the Ecolane System route assignments for future days to ensure efficiency.
  • Using the Ecolane System Manager Screen to assign operator names and van numbers for each route.
  • Inform the Shared Ride Program Supervisor of any vehicle placed out of service and the reason.
  • Ensure operators are assigned replacement vehicles when necessary to ensure trips have been accurately transferred to the replacement Mobile Data Terminal.
    Responsible for informing the Maintenance Department which van is needed for early morning Dialysis, so it is conveniently placed for the morning operator.
  • Responsible for all coupon book sales, ensures each operator receives the necessary coupon books they will need for their customers.
  • Ensure destinations are accurately geocoded in Google Earth and saved to locations in Ecolane System.
  • Ensure mileages are verified.

Scheduler:

  • Answer customer calls to schedule trips throughout the day.
  • Ensure Medical Assistance Transportation Program/Dialysis customers are entered and verified from a list approved by the Community Action Partnership or other agencies.
  • Become knowledgeable with all the programs required; takes reservations for all agencies.

Other Duties:

  • At the end of the shift, forward dispatch telephone line to the Lebanon Transit designated lines.
  • Ensure the building is secure at the end of shift by setting the alarm, locking all doors, and turning off the radio.
  • Count operator’s money and verify the number of coupons and cash in bag, secure all cash bags in the safe.
  • Gather all documents necessary for archiving the previous day’s work. These would include but not limited to:
    • Operator’s Manifest papers; Operator’s Sheet and Fare Detail Report
    • Scheduled trip sheets.
    • Cancel and No-Show list.
    • Same day addition list.
    • Medical assistance list.
    • Coupon book sales list.
    • Dispatch Run sheets.
    • Wait listed or standby list.
    • Daily audit of the previous days run.
    • IVR call audit.
    • Americans with Disabilities Act of 1990 (ADA) trip duration report.
    • Keep up to date on all driving Standard Operation Procedures (SOP), LT rules and regulations.
    • Attach all paperwork to the checklist, which then would be delivered to the Supervisor of Shared Ride Services

Reports To: Shared Ride Program Supervisor
Pay Rate: $22.20/hour starting

JOB SUMMARY

The driver is responsible for operating a van/bus to transport passengers in a safe and courteous manner according to the daily manifest. The driver is responsible for driving defensively and reacting to emergency situations to ensure the safety of the passengers and the safety of the general public. Work includes completion of vehicle inspections, maintaining accurate records, assisting passengers as required including wheelchair securements, receiving and accounting for fares, radio communications, following emergency procedures and other activities as assigned by the Director of Paratransit Services. The driver is responsible for meeting all attendance requirements according to Lebanon Transit (LT)/Teamsters Collective Bargaining Agreement (CBA), policies and safety emergency response situations.

REPORTING RELATIONSHIP

This position reports to the Shared Ride Program Supervisor. This position receives driver training, general supervision and works according to standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Prepares for daily run by reporting to dispatch at scheduled time, in physical condition to fulfill the essential functions of driving a vehicle and adhering to the dress code. Obtains assignment, reviews any posted notices and communicates any irregularities to dispatch;
• Ensures vehicle is safe and reliable prior to operation by conducting an inspection and performing daily pre- trip and post-trip inspection checklist;
• Provides public transit services by safely operating assigned vehicle to pick up and deliver passengers in a courteous and professional manner in accordance with manifest and under all weather, traffic and passenger load conditions. Works variable shifts, irregular hours and is available for work/overtime in accordance with, the CBA, policies and safety emergency response situations;
• Maintains safe conditions by complying with traffic regulations; observing traffic conditions; avoiding dangerous situations and enforcing passenger safety/conduct rules;
• Complies with all Americans with Disabilities Act (ADA) mandates by assisting with boarding and departing passengers with disabilities including the operation of wheelchair lifts and securing devices according to policies and procedures;
• Represents LT in a professional and positive manner and ensures a positive passenger experience by listening to complaints regarding delays or problems encountered in the provision of services. Answers questions from passengers. Regulates heating, cooling and ventilation systems for passenger comfort. Maintains the vehicle interior in a neat condition during service operation. Keeps all passenger information confidential;
• Assists passengers requiring aid (including elderly individuals, individuals with hearing and sight impairments, physically/developmentally disabled individuals, etc.) by helping them board or depart from the vehicle, assisting them with packages, securing wheelchairs, informing all passengers that seatbelts must be worn on all vehicles;
• Follows proper emergency procedures in the event of an accident, safety and/or passenger incident by following established procedures including, but not limited to, notifying the Maintenance Department, Director of Safety and Training and dispatcher, secure accident/safety incident scene, tending to passengers, obtaining witness cards, deferring media statements to proper channels, and completing an accident report. Reports any undesirable behavior of a passenger to the Dispatcher;
• Ensures proper receipts to LT by collecting fares according to established fare categories, completing forms as required and completes daily operator’s reports;
• Ensures operation communications and resolutions in accordance with Federal Communication Commission guidelines by utilizing two-way radio to contact Director of Paratransit Services/dispatcher to report all irregularities and delays. Accidents, incidents, requests for emergency maintenance, safety/operation problems should be reported immediately to the Director of Safety and Training and the maintenance department and dispatch. Listens and complies with all communications/directions from Director of Paratransit Services, dispatch and maintenance department. Complete all appropriate paperwork;
• Maintains driving knowledge and skills by participating in safety and related training programs that are made available;
• Ensures compliance by complying with LT’s policies/procedures, local, State and Federal regulations. Maintains regular attendance and performs duties and responsibilities as assigned. Responds as needed for emergency situations and maintenance of service outside of normally scheduled hours;
• Contributes to the team effort by training assigned employees, participating in problem solving methods, and maintaining a cooperative relationship with co-workers and management.

JOB REQUIREMENTS

Essential Qualifications:

• HS education and job related experience preferred;
• Must meet hiring qualifications including but not limited to, minimum of 25 years of age, acceptable driving record, drug and alcohol testing and background verification in accordance with LT standards;
• Ability to apply critical thinking and common sense understanding to carry out transportation service;
• Ability to keep mentally alert and maintain concentration;
• Knowledge of safe driving practices and demonstrated ability to operate and drive transit vehicles in a safe manner;
• Ability to understand and adhere to LT rules, procedures, directions, funding guidelines, United States Department of Transportation (USDOT) regulations and PA traffic regulations;
• Good attendance; ability to work bid runs; variable shifts, irregular hours. Available for work/overtime in accordance with bid, CBA, policies and response to emergency situations;
• Demonstrated customer service orientation with the ability to deal courteously, sensitively, and effectively with the public. Adherence to all regulations and policies;
• Ability to operate communication and other designated automated equipment;
• Ability to manage one’s own time and to follow a schedule to meet deadlines;
• Ability to actively listen, communicate effectively and follow oral and written instructions that are given in English. Ability to complete records. Ability to work with diverse customers;
• Ability to enforce all LT rules and procedures with passengers.

PHYSICALS, CERTIFICATES AND LICENSES REQUIRED

• Possession of a valid PA Driver’s License;
• Subject to all USDOT and Lebanon Transit Substance Abuse Policy requirements that include but are not limited to: pre-employment, random, post-accident and reasonable suspension testing. Negative drug and alcohol testing;

PHYSICAL/MENTAL DEMANDS AND WORK ENVIRONMENT

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Majority of time is spent in vehicle. Regularly exposed to vehicle noise, fumes, drafts, etc. when vehicle is in operation. Regular exposure to elements such as rain, snow, high or low temperatures.
• Work involves extended periods of sitting, regular standing, walking and crouching, stooping, kneeling, pushing, pulling;
• Use of legs and body torso to climb steps in bus, assist passengers when necessary and maintain body equilibrium to prevent falling when working on slippery surfaces;
• Ability to do lifting, securing and maneuvering objects such as wheelchairs with passengers with a broad range of body weights;
• Requires continuous use of hands, arms, feet and legs to push/pull or activate essential controls (pedals, levers, and knobs) in recurring operational motions. Right and left side of body is used in steering, opening and closing doors, assisting passengers into and out of vehicle and related tasks;
• Requires the capacity to hear and ability to speak normal conversation in clear English;
• Must have good vision and depth perception;
• Requires the ability to have a good demeanor, behavior and rapport with public under stressful or emotionally charged situations and to communicate with elderly and disabled clients;
• Requires the capacity to apply common sense understanding of controlling procedures and policies to carry out transportation services;
• Must have the physical/mental ability to quickly assist passengers and maintain composure in times of emergency or passenger incidents;
• Ability to keep mentally alert and maintain concentration to ensure defensive driving techniques are used and to react to situations;
• Must be able to maintain regular and acceptable attendance at the employer’s standards to meet position requirements. Must be able to work variable shifts, irregular hours and is available for work/overtime in accordance with bid, CBA, policies and response to emergency situations.

The employee must identify and familiarize himself/herself with specific safety and security requirements. Employee must not pose a direct threat or significant risk of substantial harm to the safety or health or himself/herself or others.
