DBE Goal Setting Methodology for Federal Fiscal Years (FFY) 2024, 2025 and 2026

Lebanon Transit’s DBE goal for FFY 2024, 2025 and 2026 is 2.97%


Contract opportunities for the next three (3) years were identified and is expected to be $10,000,000.00 from the following types of services:

  • Fuel
  • Parts
  • Tires/Tubes
  • Office Supplies
  • Web hosting
  • Payroll services
  • ITS
  • Marketing
  • Janitorial
  • Legal and Auditing services
  • Security services
  • Construction — site work, foundations steel and concrete, utility, flooring, roofing, plumbing, electrical, HVAC, and building finishes.


Information was gathered on Certified DBE’s from the PA UCP website and the County Business Patterns website from the following counties: Lebanon, Berks, Lancaster, Dauphin and Schuylkill.


The goal was derived by identifying all contracting opportunities Lebanon Transit expects to award over the next three (3) years.


Next, we developed a base figure by identifying the number of DBE’s in the appropriate NAICS Code categories and dividing that number by all businesses in the NAICS Code categories. Lebanon Transit identified forty-seven (47) DBE firms out of five thousand one hundred and eighty-four (5,184) firms, for a base goal of .91%.


Next, we determined the weight of each type of contracting opportunity that will be performed by the type of services for each NAICS Code.


Next, we determined the relative availability of DBE’s to perform the type of services by NAICS Code.


Next, we weighed the base figure by multiplying the weight by the relative availability which gave us a weighted base figure of 2.97%.


Next, we examined all evidence to determine if an adjustment was needed. No other adjustment will be needed, Lebanon Transit intends to use the weighted base figure of 2.97% instead of the base figure of .91%. As we analyzed the past three (3) years of participation we realized that all years pertained to operating contracts and in the next three (3) years Lebanon Transit will have capital contracts for construction which we foresee may have more opportunity for DBE participation.


Lebanon Transit plans to hold a public hearing on July 18, 2023, at the Lebanon Transit office located at 200 Willow Street.

Lebanon Transit, in accordance with 49 CFR Part 26, hereby proposes an annual Disadvantaged Business Enterprise Program Goal of 2.75% for procurements assisted by the Federal Transit Administration during Federal Fiscal Years 2024, 2025, and 2026.


It is the policy of Lebanon Transit to ensure non-discrimination based on race, color, sex or national origin in the award of contracts. Written comment on the Federal Fiscal Years 2024, 2025, and 2026 Disadvantaged Business Enterprise Goals must be submitted no later than Monday, July 17, 2023.


A Public Hearing for the Federal Fiscal Years 2024, 2025, and 2026 Disadvantaged Business Enterprise Goals will be held on Tuesday, July 18, 2023, at 12:00 P.M. and 5:00 P.M., located at the Lebanon Transit Administrative Office, 200 Willow St, Lebanon, PA 17046.
