Request for Proposals – Banking Services

The County of Lebanon Transit Authority (Lebanon Transit) is seeking competitive proposals from eligible financial institutions to act as its main depository institution for a base period of three (3) years with an option for two (2) one-year extensions for a potential total of five (5) years.

 

Proposal documents can be obtained at no cost on PennBid at https://pennbid.bonfirehub.com/.

 

Bids must be submitted electronically to Lebanon Transit via PennBid by no later than 1:00 p.m. on Friday, May 16, 2025.

 

Questions regarding this project shall be submitted electronically via the “Ask a Question” feature in PennBid. Responses to questions which require changes to the Bidding Documents will be posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted.

 

All proposals and agreements are subject to all applicable State and Federal laws and to a financial agreement between the Federal Transit Administration, the Pennsylvania Department of Transportation and LT.

 

Proposers will be required to comply with all applicable Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity Laws and Regulations and to certify they are not on the Comptroller General List of ineligible contractors.

 

LT solicits and encourages Disadvantaged Business Enterprise (DBE/WBE) participation. DBE/WBE’s shall be afforded full consideration of their response and will not be subject to discrimination.

 

LT reserves the right to postpone, accept or reject any and all proposals, in whole or in part or to waive any formalities as it deems to be in its best interest.

 

No late proposals will be accepted or considered.
